Professor Tatsuya Omura graduated from Tokyo University and started working at the Ministry of Home Affairs. 
Professor Omura became Professor of Economics at Keio University in Tokyo. During his tenure in Japan he also followed several programs abroad including the Program on Information Resources Policy at Harvard University and the Columbia Institute for Tele-Information at Columbia University in New York.
He later joined the IIG board of directors and was for several years the Chairman of Yokohama College of Commerce board of director.
